Now there is another notable difference that you can't see in the stats, regarding damage falloff over distance. Imperator Vandal's damage falloff is clearly steeper, and starts at a shorter distance than with Phaedra's falloff.
So, knowing all this, which one do I think is better? Ultimately, in general, I will say that Phaedra is the best choice. Phaedra does start off slower , but a fire-rate mod which you will be using on both anyways makes that almost unnoticeable.
And yes, the accuracy is bad, but the stronger damage over distance helps negate that, and you don't have to aim pinpoint accurate for longer ranges.
The most notable bonus is the status chance , which is definitely worth at least one status chance mod. With both mods, and Multishot, you will get a Also, Phaedra is a lot easier to get , and can be coloured though my decision was for performance only.
In the past, the Imperator was the best. There's been new weapons to better suit other situations but the Imperator was always a better choice in general.
Now I believe the Imperator, and even the Vandal, has finally met their match. Phaedra has the problem of coming along after I'd already devoted time and Forma to the Imperator Vandal.
It's as you said, the difference is very slight. So if you took both items at the same base value it would be easier to justify putting effort into the Phaedra.
But where it stands now, I have a gun that came with a free potato and I've already sunk multiple Forma into it to fit the build I wanted which was not a very enjoyable or speedy process given the affinity gains Archwing suffers from.
The Phaedra may be a contender at the same levels of power, but I don't have it in my right now to devote more time and Forma to make it a little better than the weapon I'm already using.

You need to be really precise with the Imperator to hit enemies past m. And just so you know, the few bullets you hit with the Phaedra will still do enough damage to shred enemies like a nicely aimed Imperator would at such distances.

Yes, it can shred 2 crewships latest patch makes this impossible for all weapons. In fact in one volley you can take down as many as 6 fighters in under 8 seconds if you can aim that fast.
Latest patch nerfed all archwing weapons. And yes, its better than the Cyngas overall for all RJ scenarios especially now that latest patch makes nearly all archwing weapons much worse.
The Use what feels good for you. The downside is you need to sight aim to get the benefits. I repeat you kill pretty much just as fast.
You literally shoot so fast you can't tell the difference and need frame analysis to see the difference in TTK time to kill. So the suboptimal part is moot until we get content that matters for it.
